2024 RISING STARS BASEBALL TOURNAMENT
PLAYING RULES FOR 8 & UNDER
1. Base paths are 60’.
2. Any player turning 9 before May 1, 2024 is ineligible. Please be prepared to provide proof of age.
3. All teams will use a line up and players will bat round robin (mandatory). This means all players will bat before the 1st batter bats a 2nd time. All players need to play the field sometime during the game. Only 11 fielders on the playing field, 5 outfielders and the rest position players.
4. Players registered with a Dubuque Independent League Baseball league team must play with the team they are registered under.
5. There are no walks and the batter can strike out. 4 strikes is an out in one at bat.
6. The coach will pitch to his own team and he will be the only one that will call strikes.
7. In the event of an overthrow or multiple overthrows during the same play, only one (1) base will be taken.
8. When a team scores five (5) runs in their one half of the inning then that teams portion of the inning is over and the other team will then bat. The last inning for both teams will be an open scoring inning. This will be the 5th inning.
9. Outfielders must be positioned in the grass until contact is made with the ball on fields 3 and 5.
10. The length of a game will be 5 innings.
11. If your team is ahead by 15 or more runs at the completion of 4 innings, you are declared the winner.
12. No extra innings during pool play. Games can end in a tie during pool play.
13. Extra inning/tiebreaker rule (Bronze/Silver/Gold brackets only) – At the top of the next inning each team will start with a runner on second base. That runner will be the last official at bat from the previous inning. This rule will remain in effect until the game is decided. If the runner gets injured, he is replaced by the player who made the last out of the last inning.
14. There will be one (1) official umpire assigned to each game
15. There is no stealing.
16. A runner may not leave the base until the ball is hit by the batter.
17. There is no bunting allowed.
18. CHANTING BY PLAYERS, COACHES OR FANS WILL NOT BE ALLOWED OR TOLERATED.
19. Play in considered stopped when the ball is controlled by a player or the Coach Pitcher in the infield.
20. If a batter hits a fair ball and it hits the Coach Pitcher the play is immediately ruled dead, the batter returns back to the plate, all runners back to their original base and no strike is counted.
21. No infield fly rule will be enforced.
22. Bats must be USSSA OR USA Baseball stamped or BBCOR – 2 ¾” IS ALLOWED
23. The Tournament Director reserves the right to modify game length, time, and round completion as needed for time and weather purposes.
COACHES – PLEASE REMEMBER THIS IS STILL AN INSTRUCTIONAL LEVEL OF BASEBALL SO MAKE THE GAME FUN FOR EACH AND EVERY PLAYER
NOTE: Absolutely no carry-ins are allowed in the complex.
