League Overview

A League
7th & 8th graders and/or players born on or after May 1, 2011
Games: Monday & Thursday
Make-ups: Wednesday

B League
5th & 6th graders and/or players born on or after May 1, 2013
Games: Tuesday & Friday
Make-ups: Wednesday

C League
3rd & 4th graders and/or players born on or after May 1, 2015
Games: Monday & Thursday
Wednesday games may be added depending on number of registered teams
Make-ups: Wednesday
For safety reasons, DILB recommends players be 7 years old on or before the current year to play.

D League
1st & 2nd graders and/or players born on or after May 1, 2017
Games: Tuesday until E League begins and Friday
Wednesday games may be added depending on number of teams
Make-ups: Wednesday

E League
Players born on or after May 1, 2019
Games: Tuesday
Typically begins on or about June 1
For safety reasons, players must turn at least 5 years old during the 2026 calendar year.

Player Registration

How to register a player

In Dubuque Independent League Baseball, players register directly with the team they are joining, not with the league.

  1. Find a team that is accepting players.
  2. Visit the TeamFinder page to see teams currently looking for players.
  3. Contact the coach listed on that team.
  4. The coach will provide a team code or invitation email.
  5. Use that code or invitation to complete registration through SportsConnect.

  2. Contact coaches to ask about roster availability.

Free Agent Registration

If a player cannot find a team, they may register as a Free Agent. Free agents are visible to coaches who may contact them to fill roster spots.

Registering as a free agent does not guarantee placement on a team.

Team Placement

DILB is an independent team-based league. Teams build their own rosters and the league does not assign players to teams in A, B, C, or D leagues.

E League Exception
E League players may be placed on teams by the league to help balance rosters and ensure all players have an opportunity to participate.

Registration Timeline
Registration is typically open until the end of April, depending on roster availability.

Coach Registration & Team Setup
  1. Go to Registration Info → Volunteer Opportunities.
  2. Select the program/division and click Sign Up.
  3. Create an account or log in.
  4. Select I am a team coach or other team personnel.
  5. Confirm the program and division.
  6. Select yourself as Head Coach.
  7. Name your team using format:
    (Division) Team Name
    Example: (C) Angels

From the team page you can:

  • Invite players and coaches by email
  • Access your team code
GameChanger Integration

The DILB Board recommends importing your team from SportsConnect into GameChanger.

This transfers:

  • Schedule
  • Roster
  • Coaches
  • Parents

Import Steps

  1. Sign in to GameChanger using the same email as SportsConnect.
  2. Select Create Team or tap the + icon.
  3. Choose Import Sports Connect.
  4. Confirm your email if prompted.
  5. Select your team and tap Import.

Important Notes

  • Roster and schedule updates sync automatically.
  • Rescheduled or postponed games may require manual re-import.
  • Game results scored in GameChanger do not appear in SportsConnect.

Roster & Tournament Eligibility

Roster Freeze

  • A, B, and C League rosters freeze on June 14.
  • D League rosters remain open throughout the season.

End-of-Year Tournament Eligibility

  • A, B, C, and D players must participate in at least four regular season games to be eligible for the End-of-Year Tournament.
  • Participation means being listed on the official lineup and taking part in gameplay.
Code of Conduct

All players, parents, and coaches must complete the appropriate DILB Code of Conduct through the online registration process each year.

  • Players must have a Player Code of Conduct signed electronically by the parent and player.
  • Parents must complete the Parent Code of Conduct.
  • Coaches must complete the Coach Code of Conduct.
  • A player or coach participating without the required Code of Conduct may result in forfeiture of games in which they participated.

DILB seeks to foster an environment of positive support, care, encouragement, and sportsmanship.

Waiver Process

The waiver process governs player movement between teams at the A, B, and C levels and helps maintain competitive balance.

  • Waivers are required for A, B, and C players changing teams.
  • Waivers occur once per year at the annual coaches meeting.
  • Waiver forms must be submitted to a DILB Board Member before the assigned waiver deadline.
  • Claim order follows previous season standings. Worst record selects first.
  • If claimed, the player must join that team or sit out the season.
  • If unclaimed, the player becomes a free agent.
  • One at-bat or defensive play counts as a full season.

D League Exception
D League players do not enter waivers. This includes D players moving organizations when aging up to C, unless they have already played a C-level game.

Free Agency Status

Free agency rules apply only to A, B, and C leagues.

A player is a free agent if:

  • They were not on a DILB roster the previous season.
  • They leave their organization before June 15.
  • They clear waivers unclaimed.
  • They sit out the first 10 games after leaving post-June 15.

Players who do not meet these conditions must go through the waiver process.

D League players may move freely.

Substitute Players

Playing Up

  • Players may substitute at a higher level.
  • Players may only pitch at their registered level.
  • Players may substitute for only one higher-level team per season.

Playing Down

Players may not play down during the regular season or End-of-Year Tournament.

End-of-Year Tournament Substitution Eligibility

  • A team may use a substitute player if the substitute has participated in at least four DILB games at a lower level during the current season.
  • Substitute participation means being listed on the official lineup and taking part in gameplay.
  • Teams are responsible for tracking substitute player participation.
  • Violations may result in forfeiture or additional disciplinary action by the DILB Board.
Eligibility Verification

Coaches are responsible for maintaining proof of player eligibility.

  • The DILB Board may request proof of eligibility if a player’s eligibility is questioned.
  • A certified birth certificate may be required.
  • Evidence of school grade may also be requested.
  • Requested documentation must be provided before the team’s next scheduled league game.
